 در سال 1350 در کاشان به دنیا آمد. در سال 1368 در رشته پزشکdrfakhraieی وارد دانشگاه شد و در سال 1376 از دانشگاه علوم پزشکی تهران و با معدل الف فارغ التحصیل شد. ایشان در سال 1376 از طرف وزارت بهداشت، درمان و آموزش پزشکی به عنوان دانشجوی پزشکی برتر شناخته شد و از دست رییس جمهور وقت جایزه دریافت نمود. در همان سال و با رتبه اول در رشته چشم پزشکی دانشگاه علوم پزشکی تهران پذیرفته شد و در بیمارستان چشم پزشکی فارابی- دانشگاه علوم پزشکی تهران که به عنوان معتبرترین مرکز چشم پزشکی کشور شناخته م
ی شود و نزد برجسته ترین اساتید چشم پزشکی کشور مشغول به تحصیل گردید. ایشان در سال 1380 و با رتبه ممتاز دوره دستیاری چشم پزشکی را به پایان رسانید و در بیمارستان فارابی به عنوان هیأت علمی تمام وقت مشغول به کار شد.

دکتر فخرایی در سالهای 1385 و 1386دوره فوق تخصصی گلوکوم را در بیمارستان فارابی گذراند و درهمان سال (2007) در رشته فوق تخصصی سگمان قدامی چشم و گلوکوم در مؤسسه چشم پزشکی ویلز کشور ایالات متحده آمریکا در ایالت پنسیلوانیا (Wills Eye Institute, Thomas Jefferson University, Philadelphia, PA, USA) که به عنوان اولین و معتبرترین مرکز چشم پزشکی جهان شناخته می شود پذیرفته شد.

 رؤیای تحصیل در معتبرترین مرکز چشم پزشکی جهان دکتر فخرایی را در همان سال عازم ایالات متحده آمریکا کرد. ایشان با همت و پشتکار فراوان در سالهای 2008 -2009 دوره فوق تخصصی سگمان قدامی چشم و گلوکوم را در بخشهای قرنیه و گلوکوم بیمارستان ویلز با موفقیت و نزد مشهورترین اساتید چشم پزشکی جهان گذراند و تمام تلاش خود را برای آموختن تکنیکهای جدید جراحی چشم و نیز تحقیق در جدیدترین عرصه های چشم پزشکی به کار گرفت که حاصل آن انتشار مقالاتی در معتبرترین مجلات چشم پزشکی جهان می باشد. همچنین انجام و آموزش بعضی از جدیدترین متدهای جراحی چشم برای اولین بار در ایران پس از بازگشت توسط دکتر فخرایی حاصل آموخته های ایشان از دوران فلوشیپی در بیمارستان ویلز می باشد. دکتر فخرایی در این دوران در میان تمام دستیاران فوق تخصصی (Fellow) آن مرکز چنان درخشید که مفتخر به دریافت عنوان بهترین فلوی مرکز ویلز در سال 2008-2009 گردید. همچنین طی این مدت و به کمک و توصیه اساتید خود در بیمارستان ویلز، دوره های کوتاه مدتی در دیگر مراکز معتبر چشم پزشکی آمریکا در دیگر ایالات این کشور نیز گذراند.

دوران پربار تحصیل در بیمارستان ویلز و شاگردی اساتیدی چون پروفسور George Spaeth  تأثیری شگرف بر آموخته های علمی و عملی و نیز شخصیت و افکار و اندیشه های دکتر فخرایی نهاد به گونه ای که ایشان از این دوران به عنوان "بهترین دوران زندگی" خود یاد می کند.

دکتر فخرایی در سال 2009 با اندوخته ای غنی از دانش نظری و عملی چشم پزشکی به میهن بازگشت و در بیمارستان فارابی و به عنوان رئیس بخش گلوکوم مشغول خدمت به هم میهنان ارجمند و نیز تربیت دستیاران تخصصی و فوق تخصصی شد و تمام تلاش خود را برای آموزش متدهای نوین جراحی چشم به دستیارن خود به کار گرفت. حاصل تلاش علمی دکتر فخرایی انتشار دو کتاب و چاپ دهها مقاله در مجلات معتبر جهان در عرصه چشم پزشکی و نیز تربیت شاگردان برجسته در عرصه های تخصصی و فوق تخصصی چشم پزشکی که در سراسر کشور مشغول ارائه خدمت به بیماران عزیز هستند می باشد.

ایشان دانشیار دانشگاه علوم پزشکی تهران  بوده و هم اکنون در بیمارستان فارابی نیز به جراحی و معالجه بیماران میپردازند.

  • سلام دکتر ببخشید تقریبا ۷ماه میشه که پیش خودتون عمل لازک کردم دچشمام خیلی درد داره خصوصا چشم چپم اردبیل دانشجوم رفته م پیش دکتر گفته عفونت کرده دکتر یه شامپو ویه قطره ویه پماد نوشته اما هنوز چشم چپم درد میکنه
